Thank you for contacting me to express your support for H.R. 2060, the Internet Radio Equality Act. I appreciate hearing your views on this issue. <br />

As you may know, the Copyright Royalty Board (CRB) announced new statutory royalty rates for certain digital transmissions of sound recordings for the period January 1, 2006 through December 31, 2010. Implementation of these new rates marks the expiration of a previous royalty rate agreement specifically designed to benefit "small" webcasters. As you can imagine, the expiration of the option to pay a percentage of revenues, to be replaced by a minimum payment, per-song per-listener formula, was, predictably, not well received in the small webcasting business community, among others. <br />

In response to this Congressman Jay Inslee introduced H.R. 2060, the Internet Radio Equality Act. This legislation would overturn the recent ruling requiring webcasters to pay a flat rate per song streamed, rather than the traditional percentage of their revenue.<br />

<br />
H.R. 2060 has been referred to the House Judiciary, and House Energy and Commerce Committees for further review. I understand your concern for the Internet Equality Act and believe that this legislation deserves a fair hearing by the relevant committees. While I do not serve on the committees currently reviewing this bill, please rest assured that I will keep your views in mind should this bill come to the House Floor for a vote. <br />
